| ศึกษาและพัฒนาการมีส่วนร่วมของชุมชนในการจัดการศึกษาขั้นพื้นฐาน โรงเรียนบ้านแพง (จัตุคามสำราญวิทยา) อำเภอจังหาร จังหวัดร้อยเอ็ด A Study and Developing of Community Participation in Basic Education Management at กวพัทธ์ เพ็งเหล่างิ้ว (Kawapat Pengloangiew)* ดร.เฉลย ภูมิพันธุ์ (Dr.Chaloey Pumipuntu)** ดร.สมใจ ภูมิพันธุ์ (Dr.Somjai Pumipuntu )*** ดร.สุนันทา วีรกุลเทวัญ ( Dr.Sunanta Veerakuntewan)**** บทคัดย่อ การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน การมีส่วนร่วมของชุมชนในการจัดการศึกษาขั้น พื้นฐานโรงเรียนบ้านแพง (จัตุคามสำราญวิทยา) อำเภอจังหาร จังหวัดร้อยเอ็ด 2) พัฒนาการมีส่วนร่วมของชุมชนใน การจัดการศึกษาขั้นพื้นฐานโรงเรียนบ้านแพง(จัตุคามสำราญวิทยา) อำเภอจังหาร จังหวัดร้อยเอ็ด ประชากรได้แก่ คณะครู คณะกรรมการสถานศึกษาขั้นพื้นฐาน คณะกรรมการหมู่บ้าน คณะกรรมการองค์การบริหารส่วนตำบลดงสิงห์ และผู้ปกครองนักเรียนในเขตพื้นที่บริการของโรงเรียนบ้านแพง(จัตุคามสำราญวิทยา) อำเภอจังหาร จังหวัดร้อยเอ็ด ในปีการศึกษา 2548 จำนวน 216 คน กลุ่มเป้าหมาย จำนวน 59 คน ได้แก่ คณะครู คณะกรรมการสถานศึกษาขั้นพื้นฐานและคณะกรรมการองค์การบริหารส่วนตำบลดงสิงห์ จำนวน 31 คน และผู้วิจัยได้เลือกคณะกรรมการหมู่บ้านและผู้ปกครอง นักเรียนโดยใช้วิธีการสุ่มแบบเจาะจง (Purposive Sampling) ได้คณะกรรมการหมู่บ้าน และผู้ปกครองนักเรียนในเขตพื้นที่บริการของโรงเรียนบ้านแพง(จัตุคามสำราญวิทยา) ตำบลดงสิงห์ อำเภอจังหาร จังหวัดร้อยเอ็ด จำนวน 28 คน เครื่องมือในการวิจัยครั้งนี้ คือ แบบบันทึกการสนทนากลุ่ม ใบงานการสนทนากลุ่ม แบบสัมภาษณ์ และแผนจัดการอบรม (กระบวนการอบรมเชิงปฏิบัติการ แบบประเมินผลการอบรมและแบบฟอร์มการจัดทำแผนพัฒนาโรงเรียน) สภาพปัจจุบันของการมีส่วนร่วมของชุมชนในการจัดการศึกษาขั้นพื้นฐานของโรงเรียนบ้านแพง (จัตุคามสำราญวิทยา) อำเภอจังหาร จังหวัดร้อยเอ็ด ทั้ง 8 ด้าน คือ ด้านการวางแผน การบริหาร ด้านการพัฒนาการจัดการเรียนการสอน

| ด้านการมีส่วนร่วมและประสานงาน ด้านการระดมทรัพยากรทางการศึกษา ด้านการจัดบรรยากาศและสิ่งแวดล้อม ด้าน การพัฒนาบุคลากร ด้านการเผยแพร่และประชาสัมพันธ์ และด้านการประเมินผลการปฏิบัติงาน พบว่า กลุ่มเป้าหมายส่วนมากไม่มีส่วนร่วมในการจัดการศึกษาของโรงเรียน เพราะไม่เข้าใจในบทบาทหน้าที่ที่แท้จริง ของตนเองในการมีส่วนร่วมในการจัดการศึกษา กลุ่มเป้าหมายเข้าใจว่าหน้าที่ในการจัดการศึกษาเป็นของรัฐบาลหรือครูในโรงเรียนเท่านั้นและ ตนเองไม่มีความรู้ความสามารถเพียงพอและไม่มีเวลา ที่จะเข้ามามีส่วนร่วมในการจัดการศึกษาได้ การเข้าร่วมกิจกรรมกับทางโรงเรียน ในบางครั้งก็เพียงตามโอกาสหรือกิจกรรมต่าง ๆ ที่โรงเรียนจัดขึ้นและได้รับเชิญเท่านั้น จึงไม่กล้าแสดงความคิดเห็นหรือให้ข้อเสนอแนะในการจัดการศึกษาของครู เพราะครูในโรงเรียนส่วนมากเป็นผู้ที่เคยสั่งสอนตนเองมาก่อน ซึ่งมีความเกรงใจและมีความเคารพต่อครูจึงไม่กล้าที่จะเสนอแนะหรือติชมการปฏิบัติงานของครู หลังจากการอบรมเชิงปฏิบัติ กลุ่มเป้าหมายมีความตระหนักและเข้าใจในบทบาทหน้าที่ของตนเองในการมีส่วนร่วมในการจัดการศึกษามากขึ้น พร้อมและต้องการที่จะเข้ามาช่วยพัฒนา การจัดการศึกษาของนักเรียน และกลุ่มเป้าหมายได้ร่วมกันเสนอโครงการเพื่อพัฒนาการจัดการศึกษาของโรงเรียนบ้านแพง (จัตุคามสำราญวิทยา) อำเภอจังหาร จังหวัดร้อยเอ็ด ทั้ง 8 ด้าน ด้านละ 1 โครงการ ดังนี้ ด้านการวางแผนการบริหาร เสนอโครงการสร้างหลักสูตรท้องถิ่น เพื่อเป็นการอนุรักษ์ภูมิปัญญาท้องถิ่นและนำมาใช้ในการจัดการศึกษาในโรงเรียนอย่างจริงจัง ด้านการพัฒนา การจัดการเรียนการสอน เสนอโครงการบวร เพื่อนำทุกฝ่ายที่เกี่ยวข้องกับการจัดการศึกษาของโรงเรียนมาร่วมกันพัฒนาการศึกษานักเรียน ด้านการมีส่วนร่วมและประสานงาน เสนอโครงการกิจกรรมวันสำคัญและบุญประเพณี เพื่อเป็นการสร้างความสัมพันธ์อันดีระหว่างโรงเรียนกับชุมชน ด้านการระดมทรัพยากรทางการศึกษา เสนอโครงการผ้าป่าเพื่อการศึกษา เป็นการระดมทุนในการจัดการศึกษา ด้านการจัดบรรยากาศและสิ่งแวดล้อม เสนอโครงการสร้างแหล่งเรียนรู้ เพื่อให้นักเรียนมีแหล่งเรียนรู้ที่หลากหลายทั้งในและนอกโรงเรียน ด้านการพัฒนาบุคลากร เสนอโครงการอบรมสัมมนาหรือศึกษาดูงาน เพื่อเพิ่มประสบการณ์ให้กับบุคลากร ด้านการเผยแพร่และประชาสัมพันธ์ เสนอโครงการจัดนิทรรศการแสดงผลงาน เพื่อเป็นการเผยแพร่ผลงานของโรงเรียนต่อชุมชน และด้านการประเมินผลการปฏิบัติงาน เสนอโครงการประเมินโครงการเพื่อเป็นการตรวจสอบและติดตามผลการปฏิบัติกิจกรรมต่าง ๆ ตามโครงการที่โรงเรียนจัดขึ้น ABSTRACT The purposes of this research were: 1) to study the current condition of community participation in basic education management at Ban Phang School (Chatukhamsamranwittaya) Changhan District, RoiEt Province 2) to develop community participation in basic education management at the school. The participants in this research were 216 teachers , committee members of the basic education school, committee members of the local villages, committee members of the Dongsing Local Authority and parents of students from the education catchments area in 2005. The target group consisted of 59 teachers, committee members from the basic education school and 31 committee members from the Dongsing Local Authority. The researcher selected the committee members from the village and parents of students in the catchments area through purposive sampling. Twenty eight members were selected by this method. The instruments used in this research were focus group discussions, group discussion work sheets, interviews and training plans (the workshop method, training evaluation and school development plans) |
| The Results :The current conditions of community participation in basic education management at the school are planning, management of in student development, participation and coordination, education resource, literacy and environment, human resource development, publicity and public relations, performance appraisal. Most of the target group had not participated in management of the school because of understanding about the real necessity of participation in education management. The target group understood that the duty of management of the school lay with the government and the schools’ teachers only, and the target group did not have neither enough specialized knowledge nor time to participate in educational management. The target group’s occasional and minimal participation in activities was directed by the school itself, so the group members did not feel confident enough to offer suggestions about education management. Furthermore, most of the teachers in the school had been teachers when many of target group members had been at the school. This was a further disincentive to offer any suggestions about the performance to any teachers. After the workshop, the target group members gained a better understanding of their responsibilities concerning their roles in education management . They became ready to participate and to seek help for the developing education management for students. The target group collectively proposed a project for educational management of the school in 8 sectors, each sector representing a single project. Planning: a proposal to create a syllabus for the conservation of local wisdom for education management in the school. Course syllabus development: a proposal to a involve for all departments which are concerned in education management of the school (to participate in the development of education for students). Participation and coordination: a proposal to use activities on special days and traditions to reinforce the relationship between the school and the community. Education resource: a proposal to raise fund for education through religious charity. Literacy and environment: a proposal to provide of knowledge source so that students can gain from sources both inside and outside of the school. Human Resource Development: a proposal project to increase the experience of teachers through training and seminar. Publicity and public relations: a proposal promote the school in the community through an exhibition of a portfolio in order. Performance appraisal: a proposal to assess the performance as the school’s projects continue. |
