บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนาข้อเสนอเชิงนโยบายการบริหารจัดการศึกษาปฐมวัยในจังหวัดสุรินทร์ทั้งการบริหารโดยภาพรวม การบริหารวิชาการ การบริหารงานบุคคล การบริหารงบประมาณ และการบริหารงานทั่วไป ที่ประกอบด้วย วิสัยทัศน์ พันธกิจ เป้าหมาย กลยุทธ์ และตัวชี้วัด โดยใช้ระเบียบวิธีวิจัยเชิงนโยบายที่มี 3 ขั้นตอน คือ ขั้นตอนแรกเป็นการศึกษาบริบทโดย 1) การศึกษาเชิงสำรวจเพื่อศึกษาสภาพปัจจุบัน ปัญหา และแนวทางการปัญหา และ 2) การอภิปรายกลุ่มเป้าหมายเพื่อวิเคราะห์จุดแข็ง จุดอ่อน โอกาส และ สิ่งคุกคาม การบริหารจัดการศึกษาปฐมวัยของจังหวัดสุรินทร์ 3) การศึกษาพหุกรณีสถานศึกษาต้นแบบการบริหารจัดการปฐมศึกษา จำนวน 3 แห่ง ขั้นตอนที่สองเป็นการพัฒนาร่างข้อเสนอเชิงนโยบายจากข้อมูลที่สังเคราะห์ ได้จากผลการวิจัยในขั้นตอนแรกด้วยวิธีการสัมมนาเชิงปฏิบัติการสองครั้ง และขั้นตอนที่สามเป็นการตรวจสอบร่างข้อเสนอเชิงนโยบายที่ได้จากขั้นตอนที่สองโดยพิจารณาจากเกณฑ์ความเหมาะสม ความสอดคล้อง ความเป็นประโยชน์ และความเป็นไปได้ ด้วยวิธีการสัมมนาเชิงปฏิบัติการและวิธีการประชาพิจารณา ผู้มีส่วน ได้เสีย

ผลจากการวิจัย ได้ข้อเสนอเชิงนโยบายที่กำหนดวิสัยทัศน์ว่า ภายในปี 2554 จังหวัดสุรินทร์จะเป็นจังหวัดชั้นนำในการจัดการศึกษาระดับปฐมวัยที่มีคุณภาพตามมาตรฐานการศึกษาปฐมวัย เพื่อตอบสนองความต้องการของท้องถิ่นอย่างหลากหลายและทั่วถึง และได้พันธกิจ 7 ประการ คือ 1) จัดระบบการบริหารจัดการที่มีประสิทธิภาพและประสิทธิผล 2) สร้างโอกาสให้เด็กกลุ่มเป้าหมายได้เข้าศึกษาในระดับปฐมวัยทุกคน 3) สร้างและพัฒนาเด็กปฐมวัยให้มีคุณธรรม จริยธรรม และได้รับการเตรียมความพร้อมในพัฒนาการทุกด้าน ทั้งด้านร่างกาย อารมณ์ จิตใจ สังคม และสติปัญญา 4) สร้างเครือข่าย แหล่งการเรียนรู้ และระบบสารสนเทศโดยการมีส่วนร่วมของทุกฝ่าย 5) สร้างความตระหนักให้ผู้ปกครองและผู้เกี่ยวข้องเข้ามามีส่วนร่วม 6) ส่งเสริมหน่วยงานภาครัฐ เอกชน และองค์กรปกครองส่วนท้องถิ่นจัดการศึกษาระดับปฐมวัยให้มีคุณภาพตามมาตรฐาน และ 7) พัฒนาบุคลากรและผู้เกี่ยวข้องให้มีศักยภาพในการจัดการศึกษาระดับปฐมวัย รวมทั้งสร้างขวัญและกำลังใจที่ดีในการปฏิบัติงาน

นอกจากนั้น จากผลการวิจัยได้ชุดของเป้าหมาย กลยุทธ์ และตัวชี้วัด ทั้งการบริหารโดยภาพรวม และจำแนกเป็นรายด้าน คือ ด้านการบริหารวิชาการ การบริหารงานบุคคล การบริหารงบประมาณ และการบริหารงานทั่วไป โดยมีรายละเอียดหลายประการที่มุ่งจะก่อให้เกิดผลสำเร็จตามวิสัยทัศน์และพันธกิจที่กำหนดไว้

ข้อเสนอเชิงนโยบายการบริหารจัดการศึกษาปฐมวัยในจังหวัดสุรินทร์ที่เป็นผลจากกระบวนการวิจัยเชิงนโยบายที่ยึดถือหลักการวิจัยแบบผสมที่อาศัยข้อมูลจากหลากหลายแหล่งตามหลักการสามเส้าในขั้นตอนแรก และอาศัยหลักการมีส่วนร่วมแบบบูรณาการจากผู้มีส่วนได้เสียระดับฐานรากในการพัฒนาและการตรวจสอบร่างข้อเสนอเชิงนโยบายในขั้นตอนที่สองและขั้นตอนที่สาม ทำให้มีความเชื่อมั่นว่า เป็นข้อเสนอเชิงนโยบายที่มีความเหมาะสม ความสอดคล้อง ความเป็นประโยชน์ และความเป็นไปได้

Abstract

The objective of this study was to propose policy for the Early Childhood Education Management (ECEM) in Surin Province. The study addressed the overall management, academic management, personnel management, budget management, and general affairs management in terms of 1) vision, 2) missions, 3) goals, 4) strategies, and 5) indicators by using policy research methodology consisting of three stages. The first stage was a contextual study that utilized three techniques: 1) a survey study to identify current situations, problems and problem-solving guidelines of the ECEM in Surin Province 2) two focus group discussions to analyze the strengths, weaknesses, opportunities, and threats to the ECEM in Surin Province, and 3) a multi-case study of three models of exemplary educational institutes. The second stage was the development of the proposed policy based on a synthesis of the information from the first stage. This was completed in two workshop seminars. The third stage was an investigation of the proposed policy for the ECEM in Surin Province that was conducted during a seminar and a public hearing of stakeholders.

The research produced the following vision: By 2011, Surin Province will be the leading province in managing Early Childhood Education with quality programs that are based on standards of Early Childhood Education and that serve the local needs thoroughly and in various ways. The study resulted in seven missions: 1) developing an efficient and effective management system; 2) creating an opportunity for every child in the Province to enroll in Early Childhood Education; 3) creating and developing Early Childhood programs that address ethics, morals, and readiness in every aspect of development including physical, emotional, mental, and intellectual; 4) developing networks, learning resources, and information and technology systems with collaboration among stakeholders; 5) developing awareness for parents and related persons; 6) encouraging government, private agencies, and local administration organizations. involved in Early Childhood Education to meet the quality standards; and 7) developing personnel and related persons to manage Early Childhood programs as well as create good morale and work practice.

The research findings also offered goals, strategies, and indicators for the ECEM in the areas of the overall management, academic management, personnel management, budget management, and general management with various details focusing on developing success according to the vision and missions

The proposed policy for the ECEM in Surin Province resulted from a process of policy research that used mixed methodology research. Various sources of information were used for triangulation of principles in the first

stage. Stakeholders at the grass-roots level further developed the policy in the second and third stages. As a result, it is believed that the proposed policy is appropriate, congruent, useful, and feasible.
