เตรียมทูลในหลวง “ครม.หมัก” ปฏิบัติมิชอบทำเสียดินแดนพระวิหาร

    นายเทพมนตรี ลิมปพยอม นักวิชาการประวัติศาสตร์ ขึ้นเวทีปราศรัยของพันธมิตรประชาชนเพื่อประชาธิปไตย ที่ทำเนียบรัฐบาล เมื่อช่วงเย็นวันที่ 3 ก.ย.ที่ผ่านมาว่า 100 กว่าวันแล้วที่พันธมิตรฯ ออกมาชุมนุม ตนก็ทำเรื่องปราสาทเขาพระวิหารมาจนครบ 100 วันพอดี และได้ข้อสรุปว่า ตอนนี้เรากำลังจะสูญเสียที่ดิน 4.6 ตารางกิโลเมตร ในสมัยรัฐบาลของนายสมัคร สุนทรเวช นี้
      
       นายเทพมนตรี กล่าวว่า ตระกูลสุนทรเวช ได้รับพระราชทานนามสกุลจากพระบาทสมเด็จพระเจ้าอยู่หัว รัชกาลที่ 6 แต่ก็มีความแตกต่างกันอย่างมากระหว่างคุณแจ่ม สุนทรเวช ปู่ของนายสมัคร กับพระยาแพทย์พงศาวิสุทธาธิบดี ซึ่งเป็นลุงของนายสมัคร เพราะทั้ง 2 ท่านนั้นรักแผ่นดินไทยมาก
      
       นายเทพมนตรี กล่าวอีกว่า กระทรวงการต่างประเทศสมัยที่มีนายนพดล ปัทมะ เป็นรัฐมนตรีนั้น เคยทำหนังสือกราบเรียนราชเลขาธิการในวันที่ 20 มิถุนายน 2551 ก่อนการประกาศขึ้นทะเบียนมรดกโลก 17 วัน ปรากฏว่าข้อความในนั้นบ่งชัดว่า รัฐบาลนายสมัครขณะนั้นรู้อยู่แล้วว่าเขมรต้องได้ขึ้นทะเบียนมรดกโลก แล้วก็สร้างกลลวงหลอกพวกเราตั้งนายปองพล อดิเรกสาร มาเป็นประธานคณะกรรมการมรดกโลก กดดันให้ ศ.ดร.อดุลย์ วิเชียรเจริญ ให้ลาออกจากการเป็นประธานคณะกรรมการมรดกโลก เพื่อเอาคณะของตัวเองเข้ามา แล้วหลังจากนั้นก็ยกดินแดนรอบปราสาทเขาพระวิหารให้แก่เขมร
      
       นายเทพมนตรี กล่าวต่อว่า อยากจะสั่งสอนรัฐบาลชุดนี้ด้วยพระราชกระแสรับสั่งของล้นเกล้าฯ รัชกาลที่ 5 เมื่อครั้งพระองค์ท่านเสด็จฯ ไปที่เกาะกง ในปี 2450 พระองค์ท่านได้เขียนหนังสือเป็นเอกสารลับเฉพาะตัวถึงพระยาสุริยานุวัตร ต้นตระกูลบุนนาค ของนายเตชนั่นเอง พระองค์ได้บอกไว้ว่า “เรามีความเหนื่อยหน่ายใจ ในการซึ่งต้องเอาใจกันอยู่เช่นนี้เหลือกำลัง ความมุ่งหมายว่าจะได้ความสงบจากสัญญาที่ได้กระทำแล้ว หรือที่จะทำใหม่ก็เป็นสุดทางที่จะทำมุ่งหมายอยู่แล้ว มีแต่ทางที่จะต้องรอนกำลังตัว แลให้เขาเดินหนักขึ้นไปตามใจชอบทุกที เสียรายทางอยู่ไม่ขาด การซึ่งจะมีผลร้ายในเวลาที่สัญญาไม่ตกลง กับที่จะต้องเสียรายทางเช่นนี้อยู่เสมอ จะผิดกันอย่างไร ก็แลไม่เห็น พระยาสุริยาคิดแลหนทางอย่างไร ขอให้แนะนำตักเตือนสักหน่อย หน้ามืดเต็มที่”
      
       นายเทพมนตรี กล่าวว่า นี้เป็นการเสียดินแดนครั้งสุดท้ายของเราในสมัยรัชกาลที่ 5 หนังสือฉบับนี้เขียนในวันที่ 11 พฤษภาคม 2450 หลังจาก 100 ปีผ่านมา บัดนี้เรากำลังจะเสีย 3,000 ไร่ให้กับกัมพูชาตรงบริเวณเขาพระวิหาร แล้วรัฐบาลก็ทำเนียนๆ นายสมัครบอกว่าเราไม่เคยเสียดินแดนแม้แต่ตารางนิ้วเดียว ซึ่งนายสมัครโกหก
      
       ตนในฐานเป็นนักประวัติศาสตร์ ขอยืนยันว่า ตั้งแต่ทำเรื่องนี้มา 3 เดือน นายสมัครเป็นนายกรัฐมนตรีและเป็น รมว.กลาโหม แต่ไปเยี่ยมทหารแค่ครั้งเดียวที่ปราสาทพระวิหารนั่นเอง แล้วไม่เคยพูดอะไรเกี่ยวกับเขาพระวิหารอีกเลย นอกจากบอกว่าเราได้เสียดินแดนให้เขาไปแล้วเมื่อ 46 ปีก่อน นายสมัครไม่อ่านคำพิพากษาศาลโลก แม้แต่ศาลของเราคือศาลปกครองสูงสุดที่ไม่ให้เอาแถลงการณ์ร่วมไทย-กัมพูชาไปใ ช้ นายสมัครก็ไม่อ่านข้อความ เพราะข้อความศาลปกครองสูงสุดบอกว่าเราเสียดินแดน
      
       นายเทพมนตรี เปิดเผยอีกว่า มีนักวิชาการกลุ่มหนึ่งที่ทำเรื่องนี้อยู่ และเราคิดว่าถึงเวลาแล้วที่เราจะต้องทำอะไรบางอย่าง นายสมัครมักพูดอยู่เสมอว่าไปเฝ้าฯ เจ้านาย นายสมัครเป็นใคร ไปพูดถึงพระบาทสมเด็จพระเจ้าอยู่หัว ว่าเป็นเจ้านาย ซึ่งไม่ถูกต้อง ใครกันแน่ที่เอาเบื้องสูงลงมาทุกครั้ง แม้แต่วันที่จะพยายามเคลื่อนย้ายพี่น้องออกจากทำเนียบ ก็อ้างเบื้องสูงอยู่เสมอ มันไม่ไหวแล้ว
      
       นายเทพมนตรี กล่าวว่า ตนกำลังจะทำหนังสือถึงราชเลขาธิการ เรื่องขอนำความขึ้นกราบบังคมทูลให้ทรงทราบ กรณีนายกรัฐมนตรี และคณะรัฐมนตรีปฏิบัติหน้าที่โดยมิชอบ บกพร่อง ประมาท เพิกเฉยอย่างร้ายแรง ทำให้ประเทศไทยสูญเสียอธิปไตยกรณีปราสาทพระวิหาร
      
       หนังสือดังกล่าวจะเล่าเรื่องตั้งแต่ต้นจนถึงปัจจุบัน ที่เราสูญเสียพื้นที่ไปแน่นอนแล้วประมาณ 150 ไร่ จากการประกาศของคณะกรรมการมรดกโลก มันจึงเป็นไปไม่ได้ที่นายนพดล ปัมทะ อดีต รมว.ต่างประเทศที่บอกว่าเราไม่เสียดินแดน
      
       นายเทพมนตรี กล่าวต่อว่า ตนเคยนำเรียนต่อ พล.อ.บุญสร้าง เนียมประดิษฐ์ ผู้บัญชาการทหารสูงสุด ในวันที่เรามีการประชุมระหว่างนักวิชาการและวิทยาลัยป้องกันราชอาณาจักรว่าเ ราได้เสียดินแดนไปแล้วตอนประกาศขึ้นทะเบียนมรดกโลก ปรากฏว่า พล.อ.บุญสร้างเห็นด้วย และบอกว่าจะพยายามเอารั้วลวดหนามและประตูเหล็กกั้นตรงบันไดนาคใกล้กับตัวปรา สาทพระวิหาร แต่บัดนี้เวลาผ่านไป 1 เดือนกว่าแล้วก็ยังไม่มีทหารคนไหนขึ้นไป อยากจะฝากบอกไปถึง ผบ.ทบ.ด้วยว่า ท่านก็รู้ว่าเราเสียดินแดนไปแล้ว แต่ทำไมถึงไม่เอาทหารขึ้นไปบนเป้ยตาดีของเรา ปล่อยให้นางรานีเมียของนายฮุนเซนขึ้นมาทำพิธีบ้าๆ บอๆ
      
       “คุณอย่าลืมว่าประวัติศาสตร์มันจะบอกว่าคุณเป็นใคร มันมีทางเลือกอยู่ 2 ทาง ไม่ว่านายกฯ สมัครหรือใครก็ตามที่ทำให้เสียดินแดน คุณคิดอยู่เสมอหรือไม่ว่าคุณต้องการอนุสาวรีย์แบบไหน อนุสาวรีย์ที่มีคนเอาพวงมาลัยดอกไม้ไปไหว้ หรืออนุสาวรีย์ที่ร้างลาและมีสุนัขไปเยี่ยวใส่” นายเทพมนตรีกล่าว

Dear manager Readers:
1) A few days ago, I sent a request from a group of Thai people in the US, asking you to kindly urge PAD’s leaders and lawyers to sue Samak and his government on 4 “treason” cases. We’d like to thank some readers who kindly agreed with us and translated our request and also sent it to PAD for consideration.

2) However, one reader criticized us of trying to show off because we wrote in English and because we asked PAD to do something which PAD must have, in fact, known more than us (since PAD has got a lot of bright lawyers around). We’d like to apologize to this reader and to explain our position as follows:
(a) We have to write in English because we don’t have Thai fonts here. We don’t have any intention to show off anything since I use a pen name, without even specifying my family name.
(b) We know that PAD has got many bright lawyers around, but they might have been so busy or preoccupied with participating in the physical protest. And sometimes, bright people could overlook something, particularly when Chakrapob and Nopadol have already resigned.
(c) We think that this is not the time to criticize people who are on the same side even though our suggestion/request may look stupid (but we have a good intention).

3) We requested PAD’s lawyers to sue Samak and his government on 4 “treason” cases because we think that PAD should push these 4 cases to the extreme (as “treasons”) due to the following reasons:
(a) It doesn’t matter whether these 4 cases are valid cases to be charged as “treasons” or not, but PAD should first try to push these 4 cases to the extreme, just to threaten them and to retaliate them back since they’ve sued the PAD protest (which is actually a legal act under a democratic system) as treason. We should play a psychological warfare with them as well.
(b) If PAD’s lawyers sue Samak and his government on the 4 “treason” cases, then let the court decide whether these 4 cases are “treasons” or not. If they are, then it’s great. But if they aren’t, then it’s fine (PAD has nothing to lose, anyway). But our point is that PAD should try to denounce and sue them to the extreme first (on the 4 “treason” cases), in addition to denouncing and suing them only on corruption cases.
(c) We know that Chakrapob has resigned (so some people must have thought that this case has already been done). But our point is that suing Chakrapob for a “disrespect case against the King” isn’t enough. PAD should also proceed to sue him on a “treason case in his attempts to overthrow the monarchy.” These 2 cases are different. Not only should Chakrapob be sued for “treason,” but Samak and his government should also be sued for the same, because they allowed Chakrapob to do this REPEATEDLY with a lot of VDOs evidence.
(d) We also know that Nopadol has resigned (so some people must have thought that this case has already been done). But this isn’t enough. PAD should also proceed to sue Nopadol and Samak and his government on “two treason cases in their secret allegiances to Cambodia in allowing Cambodia to take over our sovereign overlapping territories (both in the Khao Pra Viharn case and in the offshore gas reserve case) in exchange for Cambodia’s permission to let Thaksin develop his mega projects there.”
(e) Another case that Samak and his government should be sued for “treason” is their attempts to overthrow the constitution in order to nullify all of Thaksin’s corruption cases.
(f) At least, if PAD’s lawyers don’t want to sue Samak and his government on these 4 “treason” cases, we’d like to request PAD’s leaders to make it a point to publicly denounce them REPEATEDLY EVERYDAY about 2-3 times a day (in the PAD protest--on stage and in the ASTV) as being “treasons” against Thailand’s constitution, monarchy, and sovereign territories. PAD should denounce them by mentioning not only their first names, but also their family names every time in order to tarnish their family names and make their families feel embarrassed everywhere they go. This is one form of social sanction.
